มาตรฐานระบบบริการสุขภาพ ( Health Service System Standard) หมายความถึง เกณฑ์ที่กำหนดขึ้นเป็นกรอบแนวทางในการดำเนินงานและวัดความสำเร็จของสถานพยาบาล ในการจัดการคุณภาพรวมทั้งพฤติกรรมสุขภาพ ประกอบด้วย ด้านอาคารสิ่งแวดล้อมและเครื่องมือแพทย์ในสถานพยาบาล และด้านการดำเนินงานสุขศึกษาที่เกี่ยวกับพฤติกรรมสุขภาพ ซึ่งเป็นระบบบริการสุขภาพที่จัดให้แก่ประชาชน และส่งมอบบริการที่มีคุณภาพ เป็นที่ไว้วางใจของประชาชนและสังคม เพื่อคุ้มครองผู้บริโภคด้านระบบบริการสุขภาพเอื้อให้เกิดความปลอดภัย สวัสดิภาพของผู้รับบริการ ผู้ให้บริการ ผู้มาเยือน ชุมชนและสิ่งแวดล้อม
