ผู้ป่วยความดันโลหิตสูง หมายถึง ผู้ป่วยที่ได้รับการวินิจฉัยโรคความดันโลหิตสูงด้วยรหัส = I10-I15

ผู้ป่วยโรคความดันโลหิตสูงที่ควบคุมระดับความดันโลหิตได้ดีหมายถึง ผู้ป่วยโรคความดันโลหิตสูงที่มีระดับความดันโลหิตครั้งสุดท้าย < 140 และ < 90 mmHg จากการตรวจที่สถานบริการสาธารณสุข ในช่วงปีงบประมาณ ทั้งนี้ ไม่ว่าผู้ป่วยความดันโลหิตสูงจะมีโรคเบาหวานร่วมด้วยหรือไม่
